Article L4132-21 of the French General Code of Local Authorities

After the election of its standing committee, under the conditions set out in article L. 4133-5, the Regional Council may form its committees and appoint its members or delegates to sit on outside bodies and delegate some of its powers to the Standing Committee in accordance with the provisions of article L. 4221-5.

Similarly, the regional council may delegate to its chairman the exercise of some of its powers under articles L. 4221-5, L. 4231-7-1 and L. 4231-8.

In this case and notwithstanding the provisions of Article L. 4132-18, reports on business submitted to the regional councillors may be communicated to them during the meeting; a suspension of the sitting is as of right.

Après l’élection de sa commission permanente, dans les conditions prévues à l’article L. 4133-5, le conseil régional peut former ses commissions et procéder à la désignation de ses membres ou de ses délégués pour siéger au sein d’organismes extérieurs et déléguer une partie de ses attributions à la commission permanente conformément aux dispositions de l’article L. 4221-5.

De même, le conseil régional peut déléguer à son président l’exercice de certaines de ses attributions en vertu des articles L. 4221-5, L. 4231-7-1 et L. 4231-8.

En ce cas et par dérogation aux dispositions de l’article L. 4132-18, les rapports sur les affaires soumises aux conseillers régionaux peuvent leur être communiqués en cours de réunion ; une suspension de séance est de droit.
