The objectives and general rules of the regional development, sustainable development and territorial equality plan:
1° Comply with the general development and town planning rules of a mandatory nature set out in Book I of the town planning code as well as public utility easements affecting land use;
2° Are compatible with:
a) The water quality and quantity objectives defined by the water development and management master plans in application of article L. 212-1 of the Environment Code;
b) The objectives and fundamental guidelines of the flood risk management plans provided for in article L. 566-7 of the same code;
c) The measures of the national waste prevention plan which aim to prevent and reduce the impact of certain plastic products on the environment, in particular the aquatic environment, and on human health;
d) The objectives for the development of renewable and recovery energies, expressed by sector in the multiannual energy programming, mentioned in Article L. 141-3 of the Energy Code and the regional objectives mentioned in Article L. 141-5-1 of the same code;
3° Take into account:
a) Projects of general interest and operations of national interest meeting the conditions set out in Articles L. 102-1 and L. 102-12 of the town planning code;
b) The fundamental guidelines for the balanced and sustainable management of water resources defined in article L. 211-1 of the Environment Code;
c) Plans for the location of major facilities, infrastructures and economic activities that are important in terms of investment and employment;
d) The guidelines for the protection, enhancement and sustainable development of the charter of a national park and the corresponding vocational map;
e) The inter-regional plan for the planning and development of mountain areas in each of the regions comprising mountain areas, within the meaning of Article 3 of Law no. 85-30 of 9 January 1985 on the development and protection of mountain areas;
f) The national low-carbon development strategy, known as: “low-carbon strategy”, provided for in Article L. 222-1-B of the Environment Code;
g) The national guidelines for the preservation and restoration to good condition of ecological continuities defined by the framework document provided for in Article L. 371-2 of the same code.
