Article L4312-10 of the French General Code of Local Authorities

When the investment section of the budget shows a surplus after taking over the results, the Regional Council may transfer this surplus to the operating section in the cases and under the conditions defined by decree.

Lorsque la section d’investissement du budget présente un excédent après reprise des résultats, le conseil régional peut transférer cet excédent à la section de fonctionnement dans les cas et conditions définis par décret.
