For public facilities of direct regional interest, carried out with the agreement of and on behalf of local authorities, their groupings or other public establishments, the Ile-de-France region may acquire property with a view to retroceding the assets thus acquired to these local authorities, their groupings or to bodies designated by the same authorities. In the event that the local authorities, groupings or organisations requested refuse to benefit from the retrocession, the region retains ownership of the property thus acquired with all rights pertaining thereto.
However, for the exercise of the right of pre-emption in deferred development zones, the region is exempted from first obtaining the opinion of the local authorities concerned.
