Article L4433-10-10 of the French General Code of Local Authorities

Where the state of digital coverage of the territory is likely to prevent effective public participation by electronic means as provided for by articles L. 4433-10-6 and L. 4433-10-9, a copy of the file may be consulted on paper from the time that it is made available in places and under conditions determined by the president of the deliberative assembly of the region, department or local authority and brought to the attention of the public in accordance with the second paragraph of II of article L. 123-19 of the Environment Code.

The chairman of the deliberative assembly may provide for additional arrangements to be made for this file to be made available if these prove necessary.

Lorsque l’état de la couverture numérique du territoire est susceptible de ne pas permettre la participation effective du public par voie électronique prévue par les articles L. 4433-10-6 et L. 4433-10-9, un exemplaire du dossier est consultable sur support papier à compter de l’ouverture de la mise à disposition dans des lieux et des conditions déterminés par le président de l’assemblée délibérante de la région, du département ou de la collectivité et portés à la connaissance du public conformément au deuxième alinéa du II de l’article L. 123-19 du code de l’environnement.


Le président de l’assemblée délibérante peut prévoir des modalités complémentaires de mise à disposition de ce dossier lorsqu’elles s’avèrent nécessaires.


Les observations sont enregistrées et conservées.
