The State shall encourage the participation of the regions of Guadeloupe and Réunion, the territorial collectivities of French Guiana and Martinique, the Department of Mayotte, the territorial collectivity of Saint-Martin, the territorial collectivity of Saint-Barthélemy and the territorial collectivity of Saint-Pierre-et-Miquelon in discussions relating to the management and assessment of fisheries resources in the ocean basin in which they are located within the relevant regional and international organisations, by involving the scientific bodies competent in fisheries matters, and professional bodies where necessary.
Decrees in the Council of State, issued after consultation with the regional councils, will specify the terms and conditions of these transfers of jurisdiction.
The State services involved in exercising the powers transferred to the regions pursuant to this article are, where necessary, made available to the regions under the conditions provided for in Article L. 4151-1.
