Article L4433-4-2 of the French General Code of Local Authorities

In areas of State competence, the authorities of the Republic may empower the President of the Regional Council of Guadeloupe, Mayotte and Reunion to negotiate and sign agreements with one or more States or territories located, depending on the geographical environment of each region, in the Caribbean or in the Indian Ocean zone or on the neighbouring continents of the Indian Ocean, or with regional bodies in the corresponding areas, including regional bodies dependent on the institutions of the United Nations.

In the event that the provisions of the above paragraph are not applied, the President of the Regional Council or his representative may be associated or participate, within the French delegation, in the negotiations of agreements of the same nature.

The President of the Regional Council may be instructed by the authorities of the Republic to represent them within the regional bodies falling within the categories mentioned in the first paragraph. The authorities of the Republic shall provide him with the necessary instructions and powers.

Dans les domaines de compétence de l’Etat, les autorités de la République peuvent délivrer pouvoir au président du conseil régional de Guadeloupe, de Mayotte et de la Réunion pour négocier et signer des accords avec un ou plusieurs Etats ou territoires situés, selon l’environnement géographique de chaque région, dans la Caraïbe ou dans la zone de l’océan Indien ou sur les continents voisins de l’océan Indien, ou avec des organismes régionaux des aires correspondantes, y compris des organismes régionaux dépendant des institutions des Nations unies.

Dans le cas où il n’est pas fait application des dispositions de l’alinéa ci-dessus, le président du conseil régional ou son représentant peut être associé ou participer, au sein de la délégation française, aux négociations d’accords de même nature.

Le président du conseil régional peut être chargé par les autorités de la République de les représenter au sein des organismes régionaux relevant des catégories mentionnées au premier alinéa. Les autorités de la République le munissent des instructions et pouvoirs nécessaires.
