Article L4433-4-3-1 of the French General Code of Local Authorities

The regions of Guadeloupe, Mayotte or La Réunion may join, as members or associate members, a regional development bank or financing institution of which France is a regional member, associate member or shareholder. On a proposal from its President, the Regional Council may ask the authorities of the Republic to authorise its President to negotiate and sign any instrument tending towards this membership and participation in the capital of this bank or financing institution, under the conditions set out in Article L. 4433-4-3.

Article L4433-4-3-1

Les régions de Guadeloupe, de Mayotte ou de La Réunion peuvent adhérer, en qualité de membre ou de membre associé, à une banque régionale de développement ou à une institution de financement dont la France est membre régional, membre associé ou participante au capital. Sur proposition de son président, le conseil régional peut demander aux autorités de la République d’autoriser son président à négocier et à signer tout instrument tendant à cette adhésion et à la participation au capital de cette banque ou institution de financement, dans les conditions prévues à l’article L. 4433-4-3.
