Article L4433-4 of the French General Code of Local Authorities

The Regional Council of Guadeloupe may be asked to give its opinion on any draft agreements concerning regional cooperation in economic, social, technical, scientific, cultural, civil security or environmental matters between the French Republic and the States of the Caribbean Sea.

The Regional Council of Réunion and the General Council of Mayotte are asked to give their opinion under the same conditions on draft agreements between the French Republic and the States of the Indian Ocean.

They give their opinion at the first meeting following their referral.

Le conseil régional de Guadeloupe peut être saisi pour avis de tous projets d’accords concernant la coopération régionale en matière économique, sociale, technique, scientifique, culturelle, de sécurité civile ou d’environnement entre la République française et les Etats de la mer Caraïbe.

Le conseil régional de la Réunion et le conseil général de Mayotte sont saisis dans les mêmes conditions des projets d’accords entre la République française et les Etats de l’océan Indien.

Ils se prononcent à la première réunion qui suit leur saisine.
