Without prejudice to the measures provided for in Article L. 464-1, the General Rapporteur or a Deputy General Rapporteur appointed by him shall notify the objections to the interested parties and to the Government Commissioner, who may consult the file subject to the provisions of Article L. 463-4 and submit their observations within a period of two months. The companies to which the objections are addressed shall inform the rapporteur in charge of the case without delay, at any time during the investigation procedure, of any change in their legal situation that is likely to alter the conditions under which they are represented or in which the objections may be imputed to them. They are inadmissible to rely on this if they have not provided this information.
The report is then sent to the parties, the Government Commissioner and the ministers concerned. It is accompanied by the documents on which the rapporteur relies and any observations made by the interested parties.
The parties have a period of two months in which to submit a statement in response, which may be consulted in the fifteen days preceding the meeting by the persons referred to in the previous paragraph.
Where exceptional circumstances so warrant, the general rapporteur of the Authority may, by a decision that is not subject to appeal, grant an additional period of one month for the parties to consult the file and submit their observations.
