Article L511-7 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Refugee status is refused or terminated in the following situations:

1° There are serious grounds for considering that the presence in France of the person concerned constitutes a serious threat to State security;

2° The person concerned has been convicted at last instance in France, in a Member State of the European Union or in a third country on the list, set by decree in the Council of State, of States whose criminal legislation and jurisdictions France recognises in the light of the application of the law in the context of a democratic system and general political circumstances either for a crime or for an offence constituting an act of terrorism or a public defence of an act of terrorism or punishable by ten years’ imprisonment, and his presence constitutes a serious threat to French society.

Article L511-7

Le statut de réfugié est refusé ou il y est mis fin dans les situations suivantes :

1° Il y a des raisons sérieuses de considérer que la présence en France de la personne concernée constitue une menace grave pour la sûreté de l’Etat ;

2° La personne concernée a été condamnée en dernier ressort en France, dans un Etat membre de l’Union européenne ou dans un Etat tiers figurant sur la liste, fixée par décret en Conseil d’Etat, des Etats dont la France reconnaît les législations et juridictions pénales au vu de l’application du droit dans le cadre d’un régime démocratique et des circonstances politiques générales soit pour un crime, soit pour un délit constituant un acte de terrorisme ou une apologie publique d’un acte de terrorisme ou puni de dix ans d’emprisonnement, et sa présence constitue une menace grave pour la société française.
