When they have the status of Community goods and are coming from or going to other Member States of the European Union, medicinal products, substances or preparations classified as narcotics or to which the narcotics regulations are applied in whole or in part by virtue of this code, as well as medicinal products, substances or preparations classified as psychotropic, must be presented to the customs service, together with the accompanying documents.
Customs officers are responsible for :
1° endorsing, after checking the goods, the import or export authorisation provided for in this Code for medicines, substances or preparations classified as narcotics or to which the narcotics regulations apply in whole or in part ;
2° to endorse, after checking the goods, the import or export authorisation or the export declaration provided for in the Vienna Convention on Psychotropic Substances of 21 February 1971. The procedures for presentation to customs are laid down by order of the Minister responsible for customs.
