Article L5138-6 of the French Public Health Code

Falsified raw material for pharmaceutical use means any active substance or any excipient, the pharmaceutical use of which is established, which is misrepresented as to its identity, including its packaging and labelling, its name or composition, its origin, including its manufacturer, its country of manufacture, or its history, including authorisations, declarations and documents relating to the distribution channels used.

On entend par matière première à usage pharmaceutique falsifiée toute substance active ou tout excipient, dont l’usage pharmaceutique est établi, et comportant une présentation mensongère de son identité, y compris de son emballage et de son étiquetage, de son nom ou de sa composition, de son origine, y compris de son fabricant, de son pays de fabrication, ou de son historique, y compris des autorisations, des déclarations et des documents relatifs aux circuits de distribution utilisés.
