Article L531-15 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The asylum seeker may attend the personal interview accompanied either by a lawyer or a representative of a human rights association, an association defending the rights of foreign nationals or asylum seekers, an association defending the rights of women or children or an association fighting persecution based on gender identity or sexual orientation. The conditions for authorising associations and the procedures for approving their representatives by the French Office for the Protection of Refugees and Stateless Persons are set by decree in the Council of State. Only associations that are independent of the authorities in asylum seekers’ countries of origin and that provide assistance to all asylum seekers may be approved. The lawyer or representative of the association may only intervene to make observations at the end of the interview.

Le demandeur d’asile peut se présenter à l’entretien personnel accompagné soit d’un avocat, soit d’un représentant d’une association de défense des droits de l’homme, d’une association de défense des droits des étrangers ou des demandeurs d’asile, d’une association de défense des droits des femmes ou des enfants ou d’une association de lutte contre les persécutions fondées sur l’identité de genre ou l’orientation sexuelle. Les conditions d’habilitation des associations et les modalités d’agrément de leurs représentants par l’Office français de protection des réfugiés et apatrides sont fixées par décret en Conseil d’Etat. Seules peuvent être habilitées les associations indépendantes à l’égard des autorités des pays d’origine des demandeurs d’asile et apportant une aide à tous les demandeurs. L’avocat ou le représentant de l’association ne peut intervenir que pour formuler des observations à l’issue de l’entretien.
