Article L5621-6 of the French General Code of Local Authorities

Any modification to the decision establishing the inter-regional agreement is pronounced by decree in the Conseil d’Etat on a proposal from the council of the agreement and after concordant deliberations by the regional councils of the member regions.

A member region may withdraw following a unanimous decision by the council of the agreement.

The agreement may be dissolved, at the request of the regional council of a member region, under conditions laid down by decree in the Conseil d’Etat. Any act that transfers competencies determines the financial and asset conditions of these transfers as well as the allocation of personnel.

Toute modification de la décision instituant l’entente interrégionale est prononcée par décret en Conseil d’Etat sur proposition du conseil de l’entente et après délibérations concordantes des conseils régionaux des régions membres.

Une région membre peut se retirer après décision prise à l’unanimité par le conseil de l’entente.

L’entente peut être dissoute, à la demande du conseil régional d’une région membre, dans des conditions prévues par décret en Conseil d’Etat. Tout acte qui procède à des transferts de compétences détermine les conditions financières et patrimoniales de ces transferts ainsi que l’affectation des personnels.
