Article L571-1 of the French Code governing the entry and residence of foreign nationals and the right of asylum

When the administrative authority considers that examination of an asylum application falls within the jurisdiction of another State which it intends to request, pursuant to Regulation (EU) No 604/2013 of the European Parliament and of the Council of 26 June 2013, the application will be registered in accordance with the procedures laid down in Chapter I of Title II.
An asylum application certificate will be issued to the applicant in accordance with the procedures laid down in Article L. 521-7. It mentions the procedure to which the applicant is subject. It may be renewed during the procedure for determining the State responsible and, where applicable, until the applicant is actually transferred to that State.
This article does not preclude the sovereign right of a State to grant asylum to any person whose application is being examined under the jurisdiction of another State.

Lorsque l’autorité administrative estime que l’examen d’une demande d’asile relève de la compétence d’un autre Etat qu’elle entend requérir, en application du règlement (UE) n° 604/2013 du Parlement européen et du Conseil du 26 juin 2013, il est procédé à l’enregistrement de la demande selon les modalités prévues au chapitre I du titre II.
Une attestation de demande d’asile est délivrée au demandeur selon les modalités prévues à l’article L. 521-7. Elle mentionne la procédure dont il fait l’objet. Elle est renouvelable durant la procédure de détermination de l’Etat responsable et, le cas échéant, jusqu’à son transfert effectif à destination de cet Etat.
Le présent article ne fait pas obstacle au droit souverain de l’Etat d’accorder l’asile à toute personne dont l’examen de la demande relève de la compétence d’un autre Etat.
