Article L612-23 of the French Intellectual Property Code

The National Institute of Industrial Property shall issue, at the request of any interested person or at the request of any administrative authority, a documentary notice citing the elements of the state of the art that may be taken into consideration to assess, within the meaning of the articles L. 611-11 and L. 611-14, the patentability of the invention.
