Without prejudice to the State’s responsibilities in terms of initial vocational training for young people in schools and universities and in terms of the adapted military service provided for in article L. 4132-12 of the Defence Code, the region is responsible for regional policy on access to vocational training for young people and adults seeking employment or a new career direction.
As part of this responsibility, it carries out the following tasks:
1° In accordance with the guidelines specified in article L. 6111-1 of this code, it defines and implements vocational training policy, draws up the regional plan for the development of vocational training and guidance defined in I of article L. 214-13 of the Education Code and adopts the regional map of initial vocational training courses other than apprenticeships provided for in the third paragraph of article L. 214-13-1 of the same code;
2° Within the framework of the regional public service defined in article L. 6121-2 of this code, it may grant individual aid for training and coordinates measures contributing to the financing of training initiatives for the benefit of the public mentioned in the first paragraph of this article;
3° It concludes an agreement with the départements that wish to contribute to the funding of collective training courses for the implementation of their departmental integration programme provided for in article L. 263-1 of the Code de l’Action Sociale et des Familles, setting out the purpose, amount and terms of this funding;
4° It organises support for young people and adults looking for work who are candidates for validation of their experience and participates in its funding. This support includes assistance and preparation for these candidates;
5° It steers consultation on the priorities of its policy and on the complementarity of interventions in the field of vocational training, in particular within the office of the regional committee for employment, training and vocational guidance referred to in article L. 6123-3 ;
6° It contributes to the evaluation of continuing vocational training policy for young people and job seekers;
7° It contributes to the implementation of the development of apprenticeships in a balanced manner across its territory, in accordance with the procedures set out in article L. 6211-3.
