Article L6122-10-1 of the French Public Health Code

The regional or inter-regional health plan and decisions to authorise activities or heavy equipment may be appealed to the Minister for Health, who will rule within a maximum of six months, after obtaining the opinion of the National Committee for Health and Social Organisation. This appeal is not a prerequisite for legal action.

Le schéma régional ou interrégional de santé et les décisions d’autorisation d’activités ou d’équipements matériels lourds sont susceptibles d’un recours hiérarchique auprès du ministre chargé de la santé, qui statue dans un délai maximum de six mois, après avis du Comité national de l’organisation sanitaire et sociale. Ce recours hiérarchique ne constitue pas un préalable obligatoire au recours contentieux.
