Article L6131-1 of the French Public Health Code

I. – The Director General of the Regional Health Agency coordinates the development of the hospital system, in particular with a view to :

1° Adapting it to the needs of the population and ensuring access to chargeable rates ;

2° Guarantee the quality and safety of care;

3° Improving the organisation and efficiency of healthcare provision and controlling its cost, in particular when the procedure described in article L. 6143-3-1 has not improved the financial situation of a hospital;

4° Improve inter-regional synergies in research.

II. – Within the framework of this coordination, it ensures that the armed forces hospitals are able to carry out their priority mission of providing health support to the armed forces, on the one hand, and their activities mentioned in 2° of II of article L. 6147-7, on the other hand, under the best possible conditions and with the highest quality of service.

Article L6131-1

I. – Le directeur général de l’agence régionale de santé coordonne l’évolution du système hospitalier, notamment en vue de :

1° L’adapter aux besoins de la population et assurer l’accessibilité aux tarifs opposables ;

2° Garantir la qualité et la sécurité des soins ;

3° Améliorer l’organisation et l’efficacité de l’offre de soins et maîtriser son coût, notamment lorsque la procédure décrite à l’article L. 6143-3-1 n’a pas permis d’améliorer la situation financière d’un établissement ;

4° Améliorer les synergies interrégionales en matière de recherche.

II. – Dans le cadre de cette coordination, il veille à permettre aux hôpitaux des armées d’exercer dans les meilleures conditions, d’une part, leur mission prioritaire de soutien sanitaire des forces armées, et d’autre part, leurs activités mentionnées au 2° du II de l’article L. 6147-7 avec la meilleure qualité de service rendu.
