Article L6143-2 of the French Public Health Code

The school project defines the school’s general policy, in particular on the basis of the medical project. It takes into account the training and research objectives defined jointly with the university in the agreement provided for in article L. 6142-3 of this code and article L. 713-4 of the Education Code. It includes a patient care project consistent with the medical project and the nursing, re-education and medico-technical care project, as well as a psychological project, a social project and a governance and management project. The establishment’s project, which must be compatible with the objectives of the regional or inter-regional health plan, defines the establishment’s policy in terms of participation in the coordination support mechanisms and specific regional mechanisms mentioned in articles L. 6327-2 and L. 6327-6 and the cooperation actions mentioned in Title III of this book. It sets out the resources in terms of hospitalisation, staff and equipment of all kinds which the establishment must have at its disposal in order to achieve its objectives. In establishments designated to provide sector psychiatric services in application of article L. 3221-4, it specifies how these services are to be organised within the area assigned to it. The facility plan includes an eco-responsible section that defines objectives and a pathway for reducing the facility’s carbon footprint.

The facility plan is drawn up for a maximum period of five years. It may be revised before that time.

Article L6143-2

Le projet d’établissement définit, notamment sur la base du projet médical, la politique générale de l’établissement. Il prend en compte les objectifs de formation et de recherche définis conjointement avec l’université dans la convention prévue à l’article L. 6142-3 du présent code et à l’article L. 713-4 du code de l’éducation. Il comporte un projet de prise en charge des patients en cohérence avec le projet médical et le projet de soins infirmiers, de rééducation et médico-techniques, ainsi qu’un projet psychologique, un projet social et un projet de gouvernance et de management. Le projet d’établissement, qui doit être compatible avec les objectifs du schéma régional ou interrégional de santé, définit la politique de l’établissement en matière de participation aux dispositifs d’appui à la coordination et aux dispositifs spécifiques régionaux mentionnés aux articles L. 6327-2 et L. 6327-6 et d’actions de coopération mentionnées au titre III du présent livre. Il prévoit les moyens d’hospitalisation, de personnel et d’équipement de toute nature dont l’établissement doit disposer pour réaliser ses objectifs. Dans les établissements désignés pour assurer la mission de psychiatrie de secteur en application de l’article L. 3221-4, il précise les modalités d’organisation de cette mission au sein de la zone d’intervention qui lui a été affectée. Le projet d’établissement comprend un volet éco-responsable qui définit des objectifs et une trajectoire afin de réduire le bilan carbone de l’établissement.

Le projet d’établissement est établi pour une durée maximale de cinq ans. Il peut être révisé avant ce terme.
