Household effects brought by persons who have died in public health establishments after having been treated there free of charge, belong to the said public health establishments to the exclusion of the heirs and the estate in the event of disinheritance.
The heirs and legatees of persons whose treatment and maintenance have been paid for in any way whatsoever may exercise their rights over all effects brought into public health establishments by the said sick or able-bodied persons; in the event of escheatment, the same effects belong to the public health establishments.
