Article L6145-3 of the French Public Health Code

If the authorising officer fails to act, the Director General of the Regional Health Agency may, after a formal notice has remained unanswered for a period set by regulation, automatically authorise payment of an item of expenditure or recovery of a revenue that should have been duly entered in the initial statement of estimates of revenue and expenditure and any amending decisions.

Article L6145-3

En cas de carence de l’ordonnateur, le directeur général de l’agence régionale de santé peut, après mise en demeure restée sans suite au terme d’un délai fixé par voie réglementaire, procéder au mandatement d’office d’une dépense ou au recouvrement d’une recette qui devrait être régulièrement inscrite à l’état des prévisions de recettes et de dépenses initial et aux décisions modificatives éventuelles.
