Article L631-2-2 of the French Monetary and Financial Code

In order to carry out the tasks defined in Article L. 631-2-1, the Haut Conseil de stabilité financière may interview representatives of credit institutions, finance companies, investment firms, portfolio management companies, insurance companies, mutual insurers and provident institutions, as well as any other person it deems appropriate. To this end, these persons may provide it with information covered by professional secrecy.

The High Council for Financial Stability draws up an annual public report which is submitted to Parliament.

The Chairman of the High Council for Financial Stability shall be heard, at their request, by the Finance Committees of the National Assembly and the Senate and may ask to be heard by them.

Pour l’accomplissement des missions définies à l’article L. 631-2-1, le Haut Conseil de stabilité financière peut entendre des représentants des établissements de crédit, des sociétés de financement, des entreprises d’investissement, des sociétés de gestion de portefeuille, des entreprises d’assurance, des mutuelles et des institutions de prévoyance ainsi que toute personne dont l’audition lui paraît utile. Ces personnes peuvent, à cet effet, lui transmettre des informations couvertes par le secret professionnel.

Le Haut Conseil de stabilité financière établit un rapport public annuel remis au Parlement.

Le président du Haut Conseil de stabilité financière est entendu, sur leur demande, par les commissions des finances de l’Assemblée nationale et du Sénat et peut demander à être entendu par elles.
