Article L632-1 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Deportation may only be ordered under the following conditions:
1° The foreign national is notified in advance under conditions laid down by decree in the Conseil d’Etat;
2° The foreign national is summoned to be heard by a commission which meets at the request of the administrative authority and which is made up of:
a) the president of the judicial court of the administrative centre of the department, or a judge delegated by him, president;
b) a magistrate appointed by the general assembly of the judicial court of the administrative centre of the department;
c) an administrative court councillor.
This article does not apply in cases of absolute urgency.

Article L632-1

L’expulsion ne peut être édictée que dans les conditions suivantes :
1° L’étranger est préalablement avisé dans des conditions fixées par décret en Conseil d’Etat ;
2° L’étranger est convoqué pour être entendu par une commission qui se réunit à la demande de l’autorité administrative et qui est composée :
a) du président du tribunal judiciaire du chef-lieu du département, ou d’un juge délégué par lui, président ;
b) d’un magistrat désigné par l’assemblée générale du tribunal judiciaire du chef-lieu du département ;
c) d’un conseiller de tribunal administratif.
Le présent article ne s’applique pas en cas d’urgence absolue.
