I. – Professionals working in health centres are salaried employees. When the health centres are managed by the territorial authorities or their groupings mentioned in article L. 6323-1-3, these professionals may be employees of these authorities or their groupings. Where the health centres are managed by a non-profit organisation in the form of a public interest grouping of which at least two local authorities or groups of local authorities are members, these professionals may be employees of this public interest grouping.
Health centres may benefit from the participation of volunteers in their activities.
II. – In centres with dental or ophthalmological activities, for these activities only, when the centre employs more than one medical professional in this capacity, a dental committee or a medical committee is set up. It brings together all the medical professionals working in the centre for these activities, excluding the legal representative of the managing body. Together with the manager, it is responsible for the policy of continuous improvement in the quality, appropriateness and safety of care, as well as for the ongoing training of the healthcare professionals working in the centre in respect of these activities. Representatives of the centre’s nursing staff and users are invited to sit on this committee. Their participation is required at least once a year.
The committee meets at least once every three months. Minutes of its meetings are taken and sent without delay to the health centre manager and to the Director General of the Regional Health Agency. The committee appoints a chairman from among its members, who holds this position for a renewable period of one year. The tasks and operating procedures of the Dental Committee and the Medical Committee are specified by decree.
III. – The manager of a health centre shall prominently display, on the premises of this centre and its branches, as well as on its website and on the digital communication platforms used for this centre, the identity and functions of all the doctors and dental surgeons practising there, including on a part-time or replacement basis. The patient must be able to identify the doctor or dental surgeon carrying out the consultation or treatment as soon as the appointment is made. The manager must ensure that the establishment’s internal regulations provide for the wearing of a name badge indicating the function of the healthcare professional.
IV. – In health centres and their branches with ophthalmological activity, the number of medical assistants may not exceed the number of doctors.
