Article L6473-9 of the French General Code of Local Authorities

The Minister responsible for the economy and finance is authorised to grant advances to the local authority and the local authority’s public establishments that decide to take out a medium or long-term loan.

Advances are repaid from the proceeds of the loan to be taken out and bear interest at the rate of that loan.

Le ministre chargé de l’économie et des finances est autorisé à accorder des avances à la collectivité et aux établissements publics de la collectivité qui décident de contracter un emprunt à moyen ou long terme.

Les avances sont remboursées sur le produit de l’emprunt à réaliser et portent intérêt au taux de cet emprunt.
