Article L651-7 of the French Code governing the entry and residence of foreign nationals and the right of asylum

Where the simultaneous presence in Mayotte of the members of the committee provided for in article L. 632-1, or their replacements, is not materially possible, the magistrate or magistrates prevented from attending may attend the hearing of the foreign national from another point in the territory of the Republic, the latter being connected, live, by an audiovisual means of communication, to the room in which the committee is sitting, where at least one magistrate must be present.
The procedures for applying this article shall be determined by decree in the Conseil d’Etat.

Article L651-7

Lorsque la présence simultanée à Mayotte des magistrats membres de la commission prévue à l’article L. 632-1, ou de leurs remplaçants, n’est pas matériellement possible, le ou les magistrats empêchés peuvent assister à l’audition de l’étranger depuis un autre point du territoire de la République, ce dernier se trouvant relié, en direct, par un moyen de communication audiovisuelle, à la salle dans laquelle siège la commission, où doit être présent au moins un magistrat.
Les modalités d’application du présent article sont déterminées par décret en Conseil d’Etat.
