Article L711-9 of the French Commercial code

The regional chambers of commerce and industry draw up, in line with the regional plan contract for the development of vocational training and guidance, a regional scheme for vocational training which is intended to be adapted within the territorial and departmental chambers of commerce and industry of Ile-de-France in order to take account of specific local features.

In the exercise of the powers referred to in the first paragraph, regional chambers of commerce and industry may create and manage schools known as consular higher education establishments, under the conditions set out in section 5 of this chapter.

They may, alone or in collaboration with other partners, create and manage initial and continuing training establishments under the conditions provided for by articles L. 443-1 and L. 753-1 of the Education Code for initial training and, for continuing training, in compliance with the provisions of Title V of Book III of Part Six of the Labour Code that apply to them, in compliance with competition law and subject to the keeping of cost accounting.

Les chambres de commerce et d’industrie de région élaborent, en cohérence avec le contrat de plan régional de développement des formations et de l’orientation professionnelles, un schéma régional en matière de formation professionnelle qui a vocation à être décliné au sein des chambres de commerce et d’industrie territoriales et départementales d’Ile-de-France afin de tenir compte des spécificités locales.

Dans l’exercice des compétences mentionnées au premier alinéa, les chambres de commerce et d’industrie de région peuvent créer et gérer des écoles dénommées établissements d’enseignement supérieur consulaire, dans les conditions prévues à la section 5 du présent chapitre.

Elles peuvent, seules ou en collaboration avec d’autres partenaires, créer et gérer des établissements de formation initiale et continue dans les conditions prévues par les articles L. 443-1 et L. 753-1 du code de l’éducation pour la formation initiale et, pour la formation continue, dans le respect des dispositions du titre V du livre III de la sixième partie du code du travail qui leur sont applicables, dans le respect du droit à la concurrence et sous réserve de la tenue d’une comptabilité analytique.
