The Government may, by decree, define the maximum amounts that banking establishments may charge individuals in New Caledonia for the following banking services:
1° Opening, maintaining and closing an account;
2° One change of address per year;
3° Issuing bank identity statements on request;
4° Direct debit for bank transfers;
5° Sending a monthly statement of account transactions;
6° cashing cheques and bank transfers free of charge;
7° cash deposits and withdrawals free of charge at the counters of the account-keeping institution;
8° payments by direct debit, interbank payment orders or bank transfer;
9° remote account balance consultation facilities;
10° A payment card, each use of which is authorised by the credit institution that issued it;
11° Two bank cheque forms per month or equivalent means of payment offering the same services;
12° A standing order to transfer funds to another bank account in New Caledonia; the revocation of this order and the modification of its amount being free of charge;
13° Means of remote programming of occasional or permanent transfers free of charge to other bank accounts in New Caledonia;
14° Cash withdrawal, by card, from an ATM. However, cash withdrawals by card from an ATM belonging to the network of the bank where the customer has domiciled his or her accounts are free of charge;
15° Charges for garnishment;
16° Charges for administrative seizure by a third party;
17° Charges for administrative opposition;
18° Cheque stop payment fees.
