Article L822-5 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The State is responsible for authorising the flat-rate contribution. In this capacity, it shall liquidate and issue the collection order.
The provisions of articles L. 8253-1 to L. 8253-5 of the Labour Code relating to recovery and lien applicable to the special contribution shall apply to the flat-rate contribution provided for in article L. 822-2 of this Code.

Article L822-5

L’État est ordonnateur de la contribution forfaitaire. A ce titre, il liquide et émet le titre de perception.
Sont applicables à la contribution forfaitaire prévue à l’article L. 822-2 du présent code les dispositions des articles L. 8253-1 à L. 8253-5 du code du travail en matière de recouvrement et de privilège applicables à la contribution spéciale.
