Article LO1114-1 of the French General Code of Local Authorities

The categories of territorial authorities mentioned in the third paragraph of Article 72-2 of the Constitution are:

1° The communes;

2° The departments to which the Department of Mayotte, the territorial collectivity of Saint-Pierre-et-Miquelon and the collectivities with special status resulting from the merger of one or more communes and a department are assimilated;

3° The regions and the territorial collectivity of Corsica to which the overseas collectivities governed by Article 74 of the Constitution other than those mentioned in 2°, the authorities with special status resulting from the merger of departments and regions and the authorities mentioned in the last paragraph of article 73 of the Constitution.

Les catégories de collectivités territoriales mentionnées au troisième alinéa de l’article 72-2 de la Constitution sont :

1° Les communes ;

2° Les départements auxquels sont assimilés le Département de Mayotte, la collectivité territoriale de Saint-Pierre-et-Miquelon et les collectivités à statut particulier issues de la fusion d’une ou plusieurs communes et d’un département ;

3° Les régions et la collectivité territoriale de Corse auxquelles sont assimilées les collectivités d’outre-mer régies par l’article 74 de la Constitution autres que celles mentionnées au 2°, les collectivités à statut particulier issues de la fusion de départements et de régions et les collectivités mentionnées au dernier alinéa de l’article 73 de la Constitution.
