Article LO6214-5 of the French General Code of Local Authorities

Under the conditions set out in article LO 6251-3, the local authority may participate, under the supervision of the State, in the exercise of the powers vested in the State in matters of criminal law with a view to punishing infringements of the rules it lays down in the matters referred to in Article LO 6214-3 and in matters of maritime policing and safety.

Dans les conditions prévues à l’article LO 6251-3, la collectivité peut participer, sous le contrôle de l’Etat, à l’exercice des compétences qui relèvent de l’Etat en matière de droit pénal en vue de la répression des infractions aux règles qu’elle fixe dans les matières mentionnées à l’article LO 6214-3 et en matière de police et de sécurité maritimes.
