The operation of the groups of elected representatives on the Territorial Council may be the subject of deliberations without the decisions relating to the allowance system for elected representatives being modified on this occasion.
The groups of elected representatives are formed by submitting a declaration to the President of the Territorial Council, signed by their members, together with a list of their members and their representative.
Under the conditions that it defines, the Territorial Council may allocate to the groups of elected representatives, for their own use or for joint use, administrative premises, office equipment and cover their documentation, mail and telecommunications costs. Where elected representatives who do not belong to the majority of the Territorial Council form a group, they may, at their request, borrow shared premises and office equipment free of charge.
The President of the Territorial Council may, in accordance with the conditions laid down by the Territorial Council and on a proposal from the representatives of each group, assign one or more persons to the groups of elected representatives. The Territorial Council shall allocate to the local authority’s budget, in a chapter specially created for this purpose, the appropriations required for this expenditure, which may not exceed 30% of the total amount of the allowances paid each year to the members of the Territorial Council.
The President of the Territorial Council is the authorising officer for the aforementioned expenditure.
The elected representative responsible for each group of elected representatives shall decide on the terms and conditions for the performance of the entrusted service that these collaborators perform for these groups within the deliberative body.
