Article LO6251-13 of the French General Code of Local Authorities

The Territorial Council is consulted by the Minister for Overseas France on proposals for acts of the European Union and the European Community relating to measures specific to Saint-Barthélemy.

The opinion of the Territorial Council is deemed to have been obtained within one month of the referral. This period is reduced to fifteen days in the event of an emergency at the request of the representative of the State.

The Territorial Council may submit proposals to the Government for the application of the stipulations of the treaties relating to the European Union and the European Community applicable to Saint-Barthélemy.

Le conseil territorial est consulté par le ministre chargé de l’outre-mer sur les propositions d’actes de l’Union européenne et de la Communauté européenne relatives aux mesures spécifiques à Saint-Barthélemy.

L’avis du conseil territorial est réputé acquis dans un délai d’un mois à compter de la saisine. Ce délai est réduit à quinze jours en cas d’urgence sur demande du représentant de l’Etat.

Le conseil territorial peut adresser au Gouvernement des propositions pour l’application des stipulations des traités relatifs à l’Union européenne et à la Communauté européenne applicables à Saint-Barthélemy.
