Article LO6251-17 of the French General Code of Local Authorities

The collectivity of Saint-Barthélemy may, with the agreement of the authorities of the Republic, be an associate member of the regional bodies mentioned in article LO 6251-14 or observer to them.

The Territorial Council of Saint-Barthélemy may refer to the Government any proposal for France to become a member of such bodies.

La collectivité de Saint-Barthélemy peut, avec l’accord des autorités de la République, être membre associé des organismes régionaux mentionnés à l’article LO 6251-14 ou observateur auprès de ceux-ci.

Le conseil territorial de Saint-Barthélemy peut saisir le Gouvernement de toute proposition tendant à l’adhésion de la France à de tels organismes.
