Article LO6251-2 of the French General Code of Local Authorities

The Territorial Council sets the rules applicable to Saint-Barthélemy in the matters listed in Article LO 6214-3.

The deliberations by which the Territorial Council adopts the rules mentioned in the first paragraph are adopted by public ballot by an absolute majority of the members of the Territorial Council.

Le conseil territorial fixe les règles applicables à Saint-Barthélemy dans les matières énumérées à l’article LO 6214-3.

Les délibérations par lesquelles le conseil territorial adopte les règles mentionnées au premier alinéa sont adoptées au scrutin public à la majorité absolue des membres du conseil territorial.
