Article LO6252-15 of the French General Code of Local Authorities

The President of the Territorial Council or his/her representative may be entrusted by the authorities of the Republic to represent them in regional bodies located in the Caribbean area, including regional bodies dependent on the specialised agencies of the United Nations. The authorities of the Republic shall provide him with the necessary instructions and powers.

In areas of State competence, the President of the Territorial Council or his representative may be associated, or participate within the French delegation, in the negotiation of agreements with one or more States or territories located in the Caribbean area or with regional bodies in this geographical area, including regional bodies dependent on the specialised agencies of the United Nations.

The authorities of the Republic may empower the President of the Territorial Council or his representative to negotiate and sign the agreements referred to in the second paragraph.

Le président du conseil territorial ou son représentant peut être chargé par les autorités de la République de les représenter au sein d’organismes régionaux situés dans la zone de la Caraïbe, y compris des organismes régionaux dépendant des institutions spécialisées des Nations Unies. Les autorités de la République le munissent des instructions et pouvoirs nécessaires.

Dans les domaines de compétence de l’Etat, le président du conseil territorial ou son représentant peut être associé, ou participer au sein de la délégation française, aux négociations d’accords avec un ou plusieurs Etats ou territoires situés dans la zone de la Caraïbe ou avec des organismes régionaux de cette zone géographique, y compris des organismes régionaux dépendant des institutions spécialisées des Nations Unies.

Les autorités de la République peuvent délivrer pouvoir au président du conseil territorial ou à son représentant pour négocier et signer des accords mentionnés au deuxième alinéa.
