Article LO6252-16 of the French General Code of Local Authorities

International agreements relating to both areas of competence of the State and areas of competence of the local authority are, in cases where the first paragraph of Article LO 6251-15, negotiated and signed by the authorities of the Republic. At its request, the President of the Territorial Council or his representative shall take part, as part of the French delegation, in the negotiation of these agreements.

Article LO6252-16

Les accords internationaux portant à la fois sur des domaines de compétence de l’Etat et sur des domaines de compétence de la collectivité sont, dans les cas où il n’est pas fait application du premier alinéa de l’article LO 6251-15, négociés et signés par les autorités de la République. A sa demande, le président du conseil territorial ou son représentant participe, au sein de la délégation française, à la négociation de ces accords.
