The Executive Council is consulted by the Minister for Overseas Territories or by the representative of the State on the following matters:
1° Preparation of operational emergency plans required to deal with major risks and disasters and coordination and requisitioning of resources contributing to civil security;
2° Air and sea services ;
3° Regulation of controls on the entry and residence of foreign nationals and issue of residence permits;
4° Decisions granting approval for investment operations giving entitlement to tax deductions, taken by the State authorities within the framework of legislative provisions relating to tax measures to support the economy.
The Executive Council has one month to issue its opinion. This period shall be fifteen days in the event of an emergency, at the request of the representative of the State.
This article shall not apply to bills and draft bills relating to the matters and issues mentioned above, nor to draft ordinances relating to these matters and issues.
