I. – Laws and, when published in the Official Journal of the French Republic, administrative acts come into force in Saint-Martin on the date they set or, failing that, the day after their publication. However, the entry into force of those of their provisions whose execution requires implementing measures shall be postponed until the date of entry into force of those measures.
In the event of an emergency, laws whose promulgation decree so prescribes and administrative acts for which the Government so orders by special provision shall enter into force as soon as they are published.
This I shall not apply to individual acts.
II. – The publication of laws, ordinances, decrees and, where provided for by a law, ordinance or decree, other administrative acts is ensured in electronic form, under conditions that guarantee their authenticity. The Official Journal of the French Republic is made available to the public in electronic form permanently and free of charge. When a person requests a paper copy of a document published in the Official Journal of the French Republic, the administration will provide the corresponding extract. The administration is not obliged to comply with abusive requests, in particular by their number or by their repetitive or systematic nature.
III. – The regulatory provisions in force in metropolitan France that define the individual acts that must be published under conditions that ensure that they are not subject to indexing by search engines shall apply as of right to Saint-Martin.
IV. – In Saint-Martin, the publication of administrative acts and documents in the official bulletin of a ministry distributed in electronic form under conditions guaranteeing its reliability produces the same legal effects as their publication in printed form.
