The Territorial Council is assisted in an advisory capacity by an Economic, Social and Cultural Council made up of representatives of professional groups, trade unions, bodies and associations that contribute to the economic, social or cultural life of Saint-Martin. The number of representatives for each category of activity corresponds to its importance in the economic, social and cultural life of Saint-Martin. The Economic, Social and Cultural Council also includes representatives of associations and foundations active in the field of environmental protection and qualified individuals chosen for their expertise in environmental and sustainable development issues.
An order by the Minister for Overseas Territories lists the organisations and activities in the local authority that are represented on the Economic, Social and Cultural Council. This order also sets the number of representatives of these bodies and activities and the conditions for their appointment.
Members of the Economic, Social and Cultural Council are appointed for five years. The council is renewed in its entirety.
Territorial councillors may not be members of the economic, social and cultural council.
