The Economic, Social and Cultural Council establishes its rules of procedure. It shall elect from among its members, by secret ballot, in accordance with the provisions of these rules, its president and the members of its bureau.
The territorial council shall make available to the economic, social and cultural council the resources necessary for its operation, enabling it in particular to provide secretarial services for the council’s meetings.
The Territorial Council shall make its departments or part thereof available to the Economic, Social and Cultural Council, on a permanent or temporary basis, in particular to enable it to carry out studies on matters within its remit.
The appropriations required for the operation of the Economic, Social and Cultural Council and, where applicable, for the carrying out of its studies, shall be the subject of a separate entry in the local authority’s budget. They are notified each year, after the vote on the budget, to the president of this council by the president of the territorial council.
