Article LO6323-2 of the French General Code of Local Authorities

The Economic, Social and Cultural Council establishes its rules of procedure. It shall elect from among its members, by secret ballot, in accordance with the provisions of these rules, its president and the members of its bureau.

The territorial council shall make available to the economic, social and cultural council the resources necessary for its operation, enabling it in particular to provide secretarial services for the council’s meetings.

The Territorial Council shall make its departments or part thereof available to the Economic, Social and Cultural Council, on a permanent or temporary basis, in particular to enable it to carry out studies on matters within its remit.

The appropriations required for the operation of the Economic, Social and Cultural Council and, where applicable, for the carrying out of its studies, shall be the subject of a separate entry in the local authority’s budget. They are notified each year, after the vote on the budget, to the president of this council by the president of the territorial council.

Le conseil économique, social et culturel établit son règlement intérieur. Il élit en son sein, au scrutin secret, conformément aux dispositions de ce règlement, son président et les membres de son bureau.

Le conseil territorial met à la disposition du conseil économique, social et culturel les moyens nécessaires à son fonctionnement, permettant notamment d’assurer le secrétariat des séances de ce conseil.

Le conseil territorial met ses services ou une partie de ceux-ci à la disposition du conseil économique, social et culturel, à titre permanent ou temporaire, notamment pour lui permettre de réaliser des études sur les questions de sa compétence.

Les crédits nécessaires au fonctionnement du conseil économique, social et culturel et, le cas échéant, à la réalisation de ses études, font l’objet d’une inscription distincte au budget de la collectivité. Ils sont notifiés chaque année, après le vote du budget, au président de ce conseil par le président du conseil territorial.
