Article LO6351-12 of the French General Code of Local Authorities

The Territorial Council may submit to the Minister responsible for Overseas Territories, via the State representative, proposals to amend the legislative or regulatory provisions in force, applicable to Saint-Martin, as well as any legislative or regulatory proposals concerning the economic, social and cultural development of Saint-Martin.

It may also submit to the Prime Minister, via the State representative, proposals relating to the operation of the State’s public services in Saint-Martin.

Le conseil territorial peut adresser au ministre chargé de l’outre-mer, par l’intermédiaire du représentant de l’Etat, des propositions de modification des dispositions législatives ou réglementaires en vigueur, applicables à Saint-Martin, ainsi que toutes propositions législatives ou réglementaires concernant le développement économique, social et culturel de Saint-Martin.

Il peut également adresser au Premier ministre, par l’intermédiaire du représentant de l’Etat, des propositions relatives au fonctionnement des services publics de l’Etat à Saint-Martin.
