Article LO6414-6 of the French General Code of Local Authorities

The local authority shall institute taxes or levies specific to the communes, including on services rendered.

The rates of these taxes and levies and the procedures for their collection shall be decided by resolution of the municipal council in compliance with the regulations instituted by the local authority.

The communes may, in addition, institute charges for services rendered.

La collectivité institue des impôts ou taxes spécifiques aux communes, y compris sur les services rendus.

Le taux de ces impôts et taxes ainsi que les modalités de leur recouvrement sont décidés par délibération du conseil municipal dans le respect de la réglementation instituée par la collectivité.

Les communes peuvent, en outre, instituer des redevances pour services rendus.
