Article LO6461-16 of the French General Code of Local Authorities

In compliance with France’s international commitments, the local authority may, by deliberation of the territorial council, enter into agreements with foreign local authorities to carry out cooperation or development aid actions. These agreements shall specify the purpose of the actions envisaged and the provisional amount of the financial commitments.

Under the same conditions, if justified by an emergency, the territorial council may implement or finance actions of a humanitarian nature.

Dans le respect des engagements internationaux de la France, la collectivité peut, par délibération du conseil territorial, conclure des conventions avec des autorités locales étrangères pour mener des actions de coopération ou d’aide au développement. Ces conventions précisent l’objet des actions envisagées et le montant prévisionnel des engagements financiers.

Dans les mêmes conditions, si l’urgence le justifie, le conseil territorial peut mettre en oeuvre ou financer des actions à caractère humanitaire.
