Article LO6462-13 of the French General Code of Local Authorities

The President of the Territorial Council or his/her representative may be entrusted by the authorities of the Republic with the task of representing them within North Atlantic regional bodies, including those dependent on the specialised agencies of the United Nations. The authorities of the Republic shall provide him/her with the necessary instructions and powers.

In areas of State competence, the President of the Territorial Council or his/her representative may be associated with or participate in the French delegation in the negotiation of agreements with States or territories located in the North Atlantic or with regional bodies in this geographical area, including those dependent on the specialised agencies of the United Nations.

Le président du conseil territorial ou son représentant peut être chargé par les autorités de la République de les représenter au sein d’organismes régionaux de l’Atlantique Nord, y compris ceux dépendant des institutions spécialisées des Nations unies. Les autorités de la République le munissent des instructions et pouvoirs nécessaires.

Dans les domaines de compétence de l’Etat, le président du conseil territorial ou son représentant peut être associé ou participer au sein de la délégation française aux négociations d’accords avec des Etats ou territoires situés dans l’Atlantique Nord ou avec des organismes régionaux de cette zone géographique, y compris ceux dépendant des institutions spécialisées des Nations unies.
