The President of the Territorial Council is solely responsible for administration. He may delegate by decree, under his supervision and responsibility, the exercise of part of his functions to the vice-presidents. He may also delegate part of his duties, under the same conditions, to members of the Territorial Council in the absence or impediment of the vice-presidents or when they all hold a delegation. These delegations remain in force until they are withdrawn.
A member of the Territorial Council who has resigned from the office of President of the Territorial Council pursuant to Articles LO 141 of the Electoral Code, L. 2122-4 or L. 4133-3 of this code may not receive a delegation until the end of their term of office as a territorial councillor or until the end of the term of office or function that placed them in a situation of incompatibility.
Unless otherwise provided for in the deliberation delegating powers, the President of the Territorial Council may sub-delegate, under the conditions provided for in the first paragraph, the powers entrusted to him by the Territorial Council pursuant to the provisions of this chapter.
