Article LO6463-5 of the French General Code of Local Authorities

The Executive Council is consulted by the Minister for Overseas Territories or by the representative of the State on the following matters:

1° Preparation of operational emergency plans required to deal with major risks and disasters and coordination and requisitioning of resources contributing to civil security;

2° Air and sea services.

The Executive Council has a period of one month to issue its opinion. This period shall be fifteen days in the event of an emergency, at the request of the representative of the State.

This article shall not apply to bills and draft bills relating to the issues and matters mentioned above, or to draft ordinances relating to these issues and matters.

Le conseil exécutif est consulté par le ministre chargé de l’outre-mer ou par le représentant de l’Etat sur les questions suivantes :

1° Préparation des plans opérationnels de secours nécessaires pour faire face aux risques majeurs et aux catastrophes et coordination et réquisition des moyens concourant à la sécurité civile ;

2° Desserte aérienne et maritime.

Le conseil exécutif dispose d’un délai d’un mois pour émettre son avis. Ce délai est de quinze jours en cas d’urgence, à la demande du représentant de l’Etat.

Le présent article n’est applicable ni aux projets et propositions de loi relatifs aux questions et matières mentionnées ci-dessus, ni aux projets d’ordonnance relatifs à ces questions et matières.
