Article LO7311-3 of the French General Code of Local Authorities

The Economic, Social, Environmental, Cultural and Education Council shall be consulted on any draft application for the authorisation referred to in Article LO 7311-2 which relates to a matter within its remit. Its opinion is deemed to have been given on expiry of a period of one month from the date of referral.

Le conseil économique, social, environnemental, de la culture et de l’éducation est consulté sur tout projet de demande d’habilitation mentionnée à l’article LO 7311-2 qui porte sur une matière qui relève de sa compétence. Son avis est réputé donné à l’expiration d’un délai d’un mois à compter de sa saisine.
